History and Structure of MaHTAS

As per circular, Surat Pekeliling Ketua Pengarah Kesihatan Malaysia Bil. 7/2023: 'Garis Panduan Pengukuhan Pelaksanaan Penilaian Teknologi Kesihatan di Malaysia', the Malaysian Health Technology Assessment Section (MaHTAS) was established in August 1995 under the Medical Programme, Ministry of Health Malaysia (MOH). MaHTAS was formed to ensure that the use of health technologies in Malaysia aligns with principles of safety, effectiveness, and cost-efficiency.

MaHTAS employs internationally recognized processes such as Health Technology Assessment (HTA), Mini-HTA (Technology Review), Information Brief (Rapid Assessment), and Horizon Scanning to evaluate and guide the adoption of health technologies, including pharmaceuticals, medical devices, diagnostics, and digital technologies.

In 2001, MaHTAS expanded its responsibilities to include the development and implementation of National Evidence-Based Clinical Practice Guidelines (CPG). These guidelines aim to improve healthcare delivery and decision-making through evidence-based practices.

As outlined in the circular, MaHTAS is committed to supporting the Ministry’s goal of strengthening value-based healthcare by ensuring that health technologies used in Malaysia are scientifically validated for safety, effectiveness, and cost-efficiency. Through its efforts, MaHTAS contributes to a high-quality, efficient, and sustainable healthcare system, ensuring equitable access to innovative health technologies for all Malaysians.

Celebrating 30 Years of MaHTAS!
On 30 July 2025, the Minister of Health, YB Datuk Seri Dr. Dzulkefly Ahmad, launched the National Health Technology Assessment Conference (NHTAC) 2025 at PICC — marking three decades of MaHTAS’ journey in advancing evidence-based, value-driven healthcare.

With the theme “Malaysian HTA at 30: A Legacy of Evidence, A Commitment to Progress, A Vision for the Future”, this milestone highlights the Ministry of Health’s commitment to building a more inclusive, progressive, and sustainable health system.
